Tootooie 

Over-the-top in a way that’s excessive, weird, or hard to explain, just too much.
The cake was piled so high with icing, sprinkles, and glittery toppings that it looked more like a craft project than dessert, the cake was tootooie.

Being a bit silly, said after the fact.
