Used by the underground hacking community to express the same meaning in the, now famous, word "n00b/noob". Used to describe a POSEUR
(not 'poser', learn to spell idiots) who claim they are hackers but actually don't even know how to overclock their pc.

Can mean anything, usually a degrading insult.

That dirty pliick bombed my house.
