This phrase has its origins from the early release of the Paris Hilton sex tape. It denotes masturbation, predominantly by men, and can be said in a clandenstine way among friends surrounded an uninformed group.

Earl: "What did you do this weekend?"
Ron: "I went to the Hilton...twice!"
