Its the fake nice voice that a person makes to seem polite when they really are not. For example: when speaking to waiters, elders, etc.

Damn i hate when Rachel uses her waiter voice to make me do oral for her.

1. Convincing soft voice. 2. Oftein used to ask for favors i.e. food in restaurants usually accompanied with a soft smile.
