When you have something put on you such as a kiss. When someone unexpectedly kisses another. That makes the receiver of the kiss a plate.

Oi you know Charlie, he’s a right plate. Wait until he kisses you.

Having something put on you. Such as a person kissing another unexpectedly. Then being the one kissed. Therefore being called a plate.
