A department at a university or college that takes you're well earned money to pay for your overinflated college education. Also is a repeat offender of charging you more than you owe and/or losing your last payment.

A noob usually has no skill in video games and will often hip fire with a shotgun in FPS. A noob can also be somebody who acts like they know what they are doing when they really dont
