noun: referring to any number of
incompetent and unresourceful bureaucrats with little or no capacity to deal with the public in a helpful manner. Almost invariably characterized by being overweight and fashion-challenged.

I had to fix my direct deposit with payroll and encountered some serious wrist fat.
