An additional rim, often costing thousands of dollars each, that is placed on a seperate axle from the wheel, and, after gaining momentum from the aztual wheel's spinning, will continue to spin regardless of weather the vehicle is going forwards, backwards, or is standing still.
Spinners are, however cool looking, rediculously expensive

Rims that gain and keep momentum after a vehicle is stopped. It could be argued that the owner of the rims lives a rather hedonistic lifestyle.
In the song "Pimpin all over the world" by Ludacris, we are informed that if your spinning rims are spinning counter clockwise-then you are not pimpin.

"Those spinners look mighty fresh, son."

A short (around 5 feet) and petite girl that can sit on your hard cock and be spun around. She can spin on your dick without getting up.
Dude, this chick is such a spinner. She sat on my dick and spun around like a top.

Spinner is the generic term for a flying car in the film "Blade Runner" (1982), that can drive as a ground car, take-off vertically, hover and cruise using jet propulsion much like Vertical Take-Off and Landing (VTOL) aircraft today. They are used extensively by the police to survey the population, and it's clear that despite restrictions wealthy people can acquire spinner licenses. It was designed by Syd Mead and has been "replicated" in films such as "The Fifth Element" (1997) and the "Star Wars" prequel trilogy. These films have the popular vision of flying cars, and people use spinners like traditional cars; in Blade Runner, the flying cars substitute for helicopters and very light jets.

Designer Mead has described the spinner as an aerodyne – a vehicle which directs air downward to create lift, though press kits for the film stated that the spinner was propelled by three engines: "conventional internal combustion, jet and anti-gravity".
The police hovered above the streets inside their flying Spinner machines.
