a pigeon, due to the suspicion that rats turn to pigeons during daylight hours and back during the night. Also due to the fact that neither does anything of any value, other than shit everywhere...

A reference to birds (usually seagulls) that attempt to eat your food and generally harrass you. Noted usage in both Texas and Utah.
