A french-sounding phrase for those whodon't know if the grammar is "Who's to say" or "Whose to say", and will probably never remember but are tired of being corrected by nerds with nothing better to do.
Becky: "do you think it'll rain tomorrow?"
Albert: "Whosetouche."
Becky: "It's who's to say, actually."
Albert: "We're speaking, how do you know how I spelled it in my head? Also I used the scholar's Whosetouche."
Becky: "Oh my mistake! Touche."
Means anyways, but in a more stylish way. A great Segway from an unwanted and awkward conversation and can be used to start a new flow of conversation.
Bill: *Says something so stupid, You want to slap him*
You: *Resists violence and rolls eyes while saying* "Any Whosey..."
