A psychological condition, under which sufferers cannot resist making endless jokes about anything related to the anus, faeces, etc.
After Jeff had made a number of jokes about farting, going to the toilet and people shitting themselves, Jenny concluded that he was suffering from a severe case of Scatologicia, and should be referred to a psychiatrist for treatment as soon as possible.

It can be used in a larger sense for defining at all the management quality in any organization, grasping the past not being able to innovate and adopt.
