Preventative Maintenance 

A system by where an item is taken out of service to prevent it from breaking down due to overuse. It is questionable as to whether work is actually being done or not.

You know, preventative maintenance. By turning the escalator off, people are prevented from using it so maintenance will never have to be done.

Bill did preventative maintenance on the compressor for the pull head machine, it now does not work.
