Milliwit

Mil - li- wit (n.)

1. An individual not entirely lacking in wit, but certainly well below average

2. On the metric scale, an individual with 1/1000th of a wit. In other words, not a great deal.

Actually, it was 'grape-brained milliwit', but apology accepted.
