A sneaky piece of shit; trash. Someone who belongs to the lower class and often exhibits obnoxious, asinine behavior.

1.) Bill: "Hey, did you hear that Tom isn't paying his child support?"
Bob: "Yeah, he's such an ass-rattler!"

2.) John: "Don't go into town!"
George: "Why?"
John: "The ass-rattlers are gathering there tonight."
George: "Woah, thanks for the warning! I can't stand ass-rattlers, they're the worst!"
