You know the sort of person, they come into work pissed off with everything and everybody and just looking for an excuse to blame somebody for everything that is wrong in their crappy lives, the world, the universe. A term used to refer to the city of Milwaukee. It combines the word ill, meaning cool, and the first syllable of the city. Usually only used by people who remain very familiar with the Southeastern Wisconsin metropolis. An underrated nickname for an underrated city.
