a SPecial EDucation MObile. someones car that is lower end, the car usually moves or proceeds slowly; delays or impedes traffic.

usually one from a small town or county that pulls out in front of you and then proceeds to travel at least ten miles per hour below the posted speed limit like they are doing nothing wrong, never to look in the rear veiw to obsereve anyone behind them.

A sped shed is the Special Education classrooms, where the speds go. Its an extension to the insult "sped".

Friend: Yo you hear about the new girl?
You: No? What is it?
Friend: She's in the sped shed! For all her classes! LOL!
You: What's that?
Friend: Sped shed? It's the special ed classes!
