Slaves often spawn in developing countries and have to be shipped towards the destination country global authorities will try to stop you as they are jealous that you have slaves and they don't so you need to travel undetected. Another alternative to this is going to slave owners in the country and buy slaves off them although they will be much more expensive, or you can take peasants living in local slums as slaves but their quality will not be as good as foreign ones.

Slaves were added in update 1842 and have been a must have asset as it can boost your income and efficiency saving you from manual labour. It is advised to try and collect some from foreign countries once you have gotten to know controls and are good at combat.
