When one of your friends says a phrase in a particularly whiny and fast-paced way that it sounds like all the words are joined into one and overall resembles complete and utter jibberish unless you knew what that person normally says in a given time.
Often used when replying with the phrase "not very bad" to someone, but the phrase can be anything.

Person 1: "Nice! We finally won a game guys"
Person 2 using the Whiny W... Voice: Not very bad (sounds like "nnnnoverba")

A very effeminate, breathy, high-pitched and childlike vocal style adopted by grown women prominently from an extreme evangelical Christian background.
Not to be confused with a natural accent as it's a technique learned by adult women to express a very submissive tone, mainly towards their male companion. It's a signal towards men around them that they know, like their children, they aren't at all equal in the family dynamic. So she relinquishes away most of the responsibilities and decision-making to their other half of the married relationship. Leaving cooking, cleaning, and child-rearing traditionally being the only duties to ever focus on.
Famously heard in evangelical Christian circles, as well as the tradwife fad.

I never expected to hear explicit tales of ...."migrant gang rape".... spoken at the Republicans' official State Of The Union rebuttal, but hearing all that in fundie baby voice made it somehow creepier.
