One would say this for multiple reasons. 1 being to shoo someone away. Another to say goodbye. It could also be used to greet someone or to tell someone to come near you. It’s overall just kind of a way to get someone’s attention.
“Hey you, tis tis. Come over here”
“Okay well it was nice seeing you, tis tis”
