The word sicar is a light insult based on the word victim and rekt and used in similar situations as a more up front insult or remark.

Mainly used in online gaming to describe someone that is bad or a cheap player and often used when a player wins and wishes to quickly insult the enemy team.

That sicar is definitely hacking.
