When IT Security administrators in your organisation are stupid as shit and don't differentiate between work resources and potentially harmful websites, so they 'stick their head in the sand' like ostriches and block access to both thus preventing you to do your job effectively. Hence the term 'ODS: Ostrich Driven Security'.
