1. Is an expression given only to those who attempts a task and completes it extraordinarily.
2. Is a person who busts his ass trying the aforementioned task. see also epic fail
3. The person in mention fucks up in the most blatant way they possibly can.

Similar to the "No True Scotsman" fallacy - whose premise is that a "true Scotsman" needs to behave in a particular manner - "No True Blackman" is the idea that "real" black people would not partake in certain behaviours.
