Someone who is constantly calling the police for the most ignorant or tedious reasons. Typically calls when no emergency exists.

My stepdad is a frequent flier, he is a super gold level on his frequent flier account. At this rate he will never have to but another airline ticket again because he has so many frequent flier miles.
