As long as Secret Village of Spellcasters is on the field, only the owner of the card is allowed to use spell cards (so long as they possess a Spellcaster monster on the field). Jowgan the Spiritualist prevents special summoning. And Dogmatika punishment will destroy a face up monster. It creates a situation where your opponent has no choice but to use their 1 normal summon on a monster that will inevitably be destroyed by Dogmatika Punishment and/or set a monster. This board almost always guarantees a turn 3 and shuts down spell heavy decks or decks that rely heavily on link/synchro climbing or special summoning.
