When someone asks if you “party” they are asking if you do drugs. They are not talking about marijuana because marijuana is so common that it is not considered to be a drug. When someone asks if you party they are asking if you do cocaine or meth, which are two of the most common drugs used in Los Angeles.
Someone comes up to you and asks "Do you like to party?". To which you smile and say yes. You then follow them into the bathroom and lock the doors that cut up some lines and snort cocaine.
