You can see a lot of these in Eugene Oregon . All though the true definition of tweaker is someone on meth but people can be on be tweakers with out meth sometime just weed and or alcohol. You will see most these people that non meth tweakers at night they smell like weed and dog shit and don’t listen to their papa. Common other name for tweaker is MILA( musty in lethal wAys)

Coffee Tweaker

People who are jacked up on coffee. Often have bad breath & can be easily spotted because they almost always carry a thermos everywhere they go. They drive too fast, talk too fast & are some of the most annoying people on the planet.

I thought that bitch had undiagnosed ADD, but when I smelled her breath I realized she was a coffee tweaker.
