OwO is a common variation of UwU, which represents a face with its eyes open, unlike UwU, which represents a face with its eyes closed. It is used to express cuteness by useless anime and BTS fans. If you send it often in chat conversations, you will appear as stupid, unless you actually are Japanese, in which case it is fine.

An emoticon face that has been in use for a while however recently got popularized around the late 2010's due to memes as well as a COPYPASTA that went viral.
The "OwO" face today is used to convey sexual arousal or even general excitement. It has gained a lot of negative stigma due to its perverse usage within both the anime / OTAKU community as well as the FURRY community. Although it's mostly used in a joking manner, some people still use the face unironically (mainly people within the furry community for activities such as RP or role-play). The face is most notably known for being paired with the phrase "OwO what's this," which originally started as an in joke with furries before being adopted by the anime community.

A texting emoticon furries and weebs (for some reason) use. Furries usually use "OwO" in a sexual and/or curious way, but mostly as a joke; and usually type messages like this: "OwO what's this?" Weebs use the "OwO" emote to seem quirky and kawaii. Furries are the ones to get confused when anime fans use an emote they themselves made up.
