one who spills himself in unrewarding situations again and again but thinks he does this for the first time, every time.

beligrant

Often used by Ohioans and to a lesser degree also North Easterners to mean drunk. But not in Pittsburgh and the southern west part of PA.

"I went to the bar last night and got really beligrant and then got two large pizzas from hungry howies."
