A phrase used to describe a person that has had enough of their current situation -- especially a situation that is much like a women's prison like Orange is the New Black (Netflix prison show) --- that is usually oppressive, degrading to women, and has a warden-like authority telling you to shut up. Piper in the show shows her dark side by starting fights and manipulating the system to get what she wants, e.g., getting a gang leader bitch cut or killed.

I'm sick of working at this place --- I get bad mouthed, bullied, shit on, and thrown under the bus every fucking day! I'm so ready to go piper on their ass! But the boss sits behind me (a.k.a. the baby sitter) and watches me every day so I guess I've got to be careful...

The alternative definition to "cats ass" as indicating something quintessentially cool. In this definition, cats ass is used to denote a small circular bald spot on the back of a mans head that is surrounded by dense hair and thus resembles a felines anus.
