Used in response to someone that either makes a stupid remark or performs a stupid action, due to either a literal brain defect or mental deficiency, or when the appearance of similar traits, such as feigned ignorance of a situation or subject, are used in a trolling manner.

Can sometimes be accompanied by the contortion of ones hand and thumping the wrist against the chest, otherwise known as the universal sign of retarded.
