A wealthy, upscale neighborhood or community with very rich people, but also with lots of drug abuse, general crime, "drama" and lots of ignorant & uninformed kids with younger, bad parents. A general disdain towards the rich ghetto is also held by others who live in nearby communities and those who disagree with the behavior of their fellow neighbors.
Suburban communities in generally wealthy cities; a rich ghetto has lots of younger families with teenage children.
