A girl who dresses out of the ordinary or in mismatched outfits with tons of accessories. Could refer to a little girl playing dress up or a young woman who wears every piece of jewelry she owns at once, or wears different patterns together (such as stripes and flowers). Mismatched clothing and mismatched socks may also qualify.
