To have previously made arrangements in supplying a drug user with illegal drugs in exchange for money. The event of receiving notice that a person or persons have requested to have illegal drugs sold to them. The moment of notice that a drug user has shown an interest to a drug dealer that they intend to purchase illegal drugs from them.
