Origins come from traditions in Spain where bulls are used to either fight in an arena or run with locals in a festivity.

Specifically someone tasked with keeping someone safe at a party or similar setting
Private bodyguard for party-goers

Someone who is tasked with inhibiting another's drunken/crazy behavior, protects your passed out body, is a designated driver, scares off belligerent people, etc.

I was able to drink without fear of being kidnapped thanks to my hired Party-Bull.
