I once heard the claim that a 2004-born person is a 2000's kid if he started college in 2021 or 2022 and is going to have finished college by 2026, but a 2010's kid if he didn't start college until 2023 and won't finish college until late 2020's. The claim about being classified as a 2000's kid or 2010's kid based on college attendance is more about the cultural milestones and generational shifts rather than strict definitions. Starting college in 2021 or 2022 and finishing in 2026 aligns you with experiences characteristic of a 2000's kid. In contrast, starting college in 2023 and finishing in the late 2020s might connect you more with "kids jaman now", as you'd be experiencing significant cultural shifts associated with the 2010's generation.
