A total utter twat is someone who despite being frequently told that they aren't funny, continue to make shitty jokes about either boring or sensitive subjects.

The sheer disregard of being a normal male and conforming to current perceived fashion "requirements" ie: pink shirts, skinny jeans, three quater shorts, large coloured sunglasees and flat brim hats, also the like for auto tune and ballods of pop tunes help in this qualification, purple shirts and "v neck" also help to qualify.
