The phrase was coined by Liverpool’s local newspaper ‘The Liverpool Echo’ following the events of an accidental drunk death which occurred at a Liverpool City Bar in 1897. The man who died was only documented by his surname Steven by the paper. The term was popularised after the paper used the term to describe drunk individuals who suffered accidents of similar severity to Steven.

Takes advantage of anyone who tries to help them. Steven is manipulative and abusive towards women and children. Stevens are just hurt people who like to hurt people. Steven is also another word for Bitch Ass MuthafuckAh. Can you blame them? They have no hair, no toes, no real reason to live. Steven should go home and live with his mommy.
As the kids walked through their field trip at the Mutter Museum, they came across a Steven and ran scared for their lives because the sight the weird looking human with no hair or toes was cringy.
