The ghosted person knows the ghoster read his message, sometimes the ghoster reacts with an emoji but doesn't reply. This word has its origins from EventAlerts, a public community, where the owner, Oiiink, often does this. The members of the server called it "to pull an Oiiink". Nowadays it is a broadly used term.
