A weebtard is a weeaboo (White person obsessed with japanese culture and anime) who is also retarded. One may argue that all weeaboos are retarded; suggesting all weeaboos are then weebtards. That would be correct.

This shares the same meaning as a weeaboo except it applies to all Asian cultures. To be an ascended weeaboo, you've got to be obsessed with 2 or more Asian cultures. The two most common cultures that ascended weeaboos are infatuated with are usually Japanese and Korean.

Person 1: Hey, isn't the girl cute ?

Person 2 : Yeah, she's hella cute.

Ascended Weeaboo : Omg ! She's soo kawaii and gwiyomi-desuu !!
