One of those fantastically ambiguous phrases from the north of England.
Rum can mean good or bad, dependant on context

That lad's a proper rum fucker! (That lads sound/ cool)
What a rum fucker! (What a bell end)

Rum Exasperation

An emotion often felt when all of the rum is gone. Symptoms include denial, feelings of hopelessness, staggered walking, and repeated questioning of WHY the rum is gone.

Jack Sparrow: Why is the rum gone?
Jack Sparrow: But WHY is the rum gone?
Jack Sparrow: Why is the rum always gone? *staggers drunkenly* Ah. That's why.

rum cycle

Noun: refers to to the reoccuring cycle in which one gets way too drunk, wakes up, feigns some type of recovery and then submits to the need to begin drinking again thus arriving at the place where one started.

Despite popular belief, once started there is not an end to the rum cycle only an enlargening of the circle.

The name is actually a misnomer as from a personal prospective one seems to start from the same spot but has actually sunken a bit.

rum time

Rum time is an extremely important part of the evening for those who enjoy the company of Captain Morgan. It occurs shortly after the subject has had their fill of lager, beer or ale beverages. Girlfriend law states the event should start at 9pm, but this is by no means exclusive and should not be adhered to.

"Oi, what time is it?"
"Half 8 only half hour then rum time"
"Fuck that wifey won't know"
