City of Fallen Angels 

The fourth book in The Mortal Instruments series by Cassandra Clare.

The book is about one of the main characters, Clary Fray, training to become a Shadowhunter and finally having Jace Wayland after crossing a lot of obstacles in the previous books. However, things start to go wrong.
Person 1: Have you read the new Mortal Instruments book?
Person 2: You mean City of Fallen Angels? Yeah, it's great!

Angels that have sinned, and fallen out of heaven, wings stripped off their backs, and they are cursed to walk the earth, with a want to possess human bodies. You can tell if they have a large, V shaped scar running from the lower shoulder blade, to the small of the back. By touching the scars, you see into the fallen angels past.

Who let the Fallen Angels cook? 

The same thing as “Who let bro cook?” except it’s blaming the Fallen Angels for it. A reference to the Dead Sea Scrolls.

It’s used when someone sees something that can be considered an amalgamation, abomination, or something that shouldn’t really exist hypothetically or literally.
Person: “What the f*ck is that?!”

*Sees something that probably shouldn’t exist.*

Person: “Who let the Fallen Angels cook?!”
