Finger Dicking is when you are doing a job but are getting nowhere due to incompetence and someone else come over and completes it immediately.

We had E&E personnel finger dicking a duct for a shaft driven compressor on a CV-22 for an hour and a half. The expeditor came and completed the job in fifteen seconds.
