Person who talks their way into things, Person who use knowledge, leverages and blackmails as their own warrants to gain matters, Person who has vocal dexterity that gives them access into Government levels or, a person who can pressure clerks to submit to their will. Extortist is a vocal intimidator.

Knowledge of how to easily/profitably ship salable cargo to another country.

Subaru executives had da exportise to finagle their way around da infamous "chicken tax" when selling their foreign-made "Brat" models to da US; they simply mounted bucket seats in da beds of their small pickup trucks, and thus they could market them as tariff-free passenger vehicles, rather than light trucks. If da vehicles' owners subsequently converted them into standard pickup trucks by simply removing said seats, dat wasn't Subaru's problem.
