Passive-Aggressive Strategic Incompetence

This behavior is passive-aggressive in nature because it avoids direct confrontation or refusal while actively working against the requester's aims to uncover truth or obtain justice.

It's cheaper to dig things up than to make them from scratch, at least for now. Strategic resource synthesis is the dream of every resource-poor nation and the nightmare of every resource-rich one.
