1) To literally use the phrase "on the tape."

2) When a cop beats up a person of color and the beating happens to be recorded by phone, mini-DVR, VHS, or Beta tape.
1) Ralph: "So, are you on the tape?"
Bianca: "Of course I'm on the tape."
Ralph: "Wow, you are on the tape."

2) Shenaynay: "Ledasha was arrested yesterday and the cop really roughed her up."
Denarnar: "Is she on the tape?"
Shenaynay: "She is on the tape, and she gonna make so much money, you won't believe it when she sue the city."

On the Tape 

When a cops bribe money is taped under their desk. Which was the primary delivery method for being "On the take." Which no one in the history of bribery has ever used to describe being bribed; until being caught. "Are you on the tape?" However... Is relatively innocuous.
"Are you on the tape?"

"What?"

"Oh my wedding tape. You were there right?"

OR

"You on the tape?"

"Taking the wife to Cabo next week."

Presenting your version of event as fact as if it were tape recorded
Usually derogatory
"She was at the party running the tape on me, but she was even there when Ben and I argued!"

when a person is depressed and you want to be left alone a term used to explain your state of depression
