a word used to describe a circumstance that is completely lame, disappointing or otherwise not beneficial to your situation.

Going to a wedding under the impression it was open bar, only to discover it was a cash bar all night.

"I thought this wedding was open bar?"

"No way, its f*cking cash. Bobo."
