someone pathetic and pitiful in there stupidity. the literal meaning is someone that has had both knee caps removed and glued to there forehead.

schnocker

a short nubby object or person, originally used to refer to a dogs sawn off tail

can be used as an insult or as an affectionate term-
"oh look at that cute little dog, what a schnocker"
"look at that schnocker go"
"i think you have a schnocker growing on your head"(insult)
