Crime Creation

Behavior from law enforcement that is clearly illegal and unconstitutional. Like fabricating a pretextual stop in order to create a crime.

Cops are guilty of "crime creation" when they fabricate a stop in order to eventually bring in the drug dog. If the dog alerts, they can then search the vehicle.
