A sort of modern-day hieroglyph, “shrug” was introduced in Unicode 9.0 in 2016 and later Emoji 3.0 that same year. It is used to exhibit indifference- or a lack of knowledge or concern- on the subject at hand. See meh or indifference (emotion) according to the Rhodes scholars at Wikipedia.
