Directly committing to a counterparty that you are going to do "something" and then at some point in the future telling that same counterparty that there is no way possible you could that "something" you initially agreed on doing even though no personal circumstances have changed.
If for a friend's Vegas bachelor party you say to the best man, "I am going" even though you know you have to work and there was no way possible you can go...that would be "pulling a Stouty"
